What Xi Jinping's Latest Qiushi Article Signals for Foreign Founders Operating in China

A new Qiushi article by Xi Jinping sets out stricter party discipline and anti-corruption priorities for the 15th Five-Year Plan period. Here is what foreign founders should take away about compliance, supervision and working with local authorities in China.

Why This Article Matters to Foreign Founders

On 15 October, Xinhua reported that the 20th issue of Qiushi magazine, published on 16 October, carries an important article by Xi Jinping, General Secretary of the Communist Party of China Central Committee, President and Chairman of the Central Military Commission. The article is titled Advancing Full and Rigorous Party Self-Governance with Higher Standards and More Concrete Measures. For foreign founders building a company in China, this is not a distant political text. It describes how official decision-making, supervision and anti-corruption enforcement are expected to work during the 15th Five-Year Plan period, and that environment shapes how companies interact with regulators, local governments and state-owned partners.

The article frames the 15th Five-Year Plan period as a critical stage for consolidating the foundations of socialist modernisation and for comprehensive efforts. It states that turning the blueprint set out at the Fourth Plenary Session of the 20th Central Committee into reality requires upholding and strengthening the overall leadership of the Party and persisting in full and rigorous Party self-governance.

Three Priorities Set Out in the Article

1. Implementing central decisions with greater resolve

The article calls for more resolute and effective implementation of major decisions and arrangements of the Party Central Committee. It describes such implementation as a fundamental requirement for upholding the authority and centralised, unified leadership of the Party Central Committee, and as important historical experience in the continuous development of the Party and the people's cause. It says alignment with the Central Committee must be shown in practical action, not slogans or saying one thing and doing another.

Specific policy areas named in the article include implementing the new development philosophy, promoting high-quality development, accelerating the construction of a new development pattern, building a modern industrial system, and developing new quality productive forces in light of local conditions. To support these, the article calls for concrete, precise and regular supervision, use of inspection results and stronger follow-up on rectification, so that the decisions of the Fourth Plenary Session are carried out.

The article also states that resolute implementation and creative work are not contradictory. While supervision is tightened, regions and departments should be supported and encouraged to explore effective methods suited to their own circumstances, provided the final result matches the intent and original policy purpose of the Central Committee. For foreign founders, this suggests that local experimentation within central policy boundaries remains part of the system, but the boundaries themselves are drawn at the centre.

2. Keeping power within the cage of institutions

The article describes confining power within the cage of institutions as an important task of full and rigorous Party self-governance in the new era. It calls for both improving rules and regulations so the cage is tightly woven, and raising the enforceability of those rules so they carry hard constraints. Institutional supply should respond to the real needs of Party governance, with rules that are dense but not cumbersome and that are effective and usable, avoiding what the article calls a "cow pen trying to hold a cat" — rules too loose to constrain.

It stresses that everyone is equal before laws and regulations, that no one has privilege in observing them, and that there are no exceptions in enforcing them, so that rules truly become a live high-voltage line. A key focus is that leading officials, especially the top official of a body, take the lead in implementing rules. Members of leadership teams at all levels, and particularly the top official, should set an example and implement rules fully, with supervision to match.

3. A clearer, firmer anti-corruption fight

The article states that since the 18th Party Congress, the Party has successfully developed an anti-corruption path with Chinese characteristics under the centralised, unified leadership of the Party Central Committee, addressing both symptoms and root causes and promoting a situation in which officials dare not, cannot and do not want to be corrupt. It says this path will be followed firmly.

It notes that corruption remains prone to occurring and frequent, and that facts have again shown the Central Committee's judgment to be entirely correct: the fight against corruption remains severe and complex, and the task of eliminating the soil and conditions for corruption remains arduous and heavy. The article describes anti-corruption as a major struggle that cannot be lost and must not be lost, one that cannot pause for a moment or retreat a single step. It calls for maintaining a high-pressure posture, opposing all corruption, punishing all greed, and eradicating evil completely so that corrupt elements have nowhere to hide; for sharpening the penetrating power of anti-corruption work by understanding new trends and characteristics and innovating methods, so that all types of corruption are found, identified and addressed effectively and promptly; and for greater effort in promoting the three-pronged approach, strengthening systematic thinking, and improving anti-corruption mechanisms with coordinated task deployment, resource allocation, work progress and performance assessment, linking supervision across all sides and promoting integrated governance through whole-chain collaboration.

Practical Implications for Foreign Founders

What the Article Does Not Say

The article does not introduce new tax rules, foreign investment rules or registration procedures. It is a Party self-governance text about how decisions are implemented and how power and corruption are supervised. Foreign founders should read it as context for the compliance and governance environment, and continue to rely on the specific laws, regulations and local procedures that apply to their own registration and operations.
